Features of our IATA Dangerous Goods Regulations programme • Mandatory for shippers, forwarders, agents and airline personnel who wish to become qualified to handle DG to be transported by air * Note - Regulations 7A and 7B of the Dangerous Goods (Consignment by Air)(Safety) Regulations, Chapter 384A of the Laws of Hong Kong stipulate that staff members of freight forwarders should have completed dangerous goods training programme commensurate with their functions and approved by the Hong Kong Civil Aviation Department, and receive recurrent training every 24 months. What's new in IATA Dangerous Goods Regulations in 2021? | ||
Changes to the List of Dangerous Goods: addition of three new UN numbers, UN 0511, UN 0512 and UN 0513 for Detonators, electronic in Divisions 1.1B, 1.4B and 1.4S respectively; ● addition of a new proper shipping name, Dangerous goods in articles to UN 3363; ● addition of a new UN number, UN 3549 for Medical waste, Category A, affecting animals and Medical waste, Category A, affecting humans; ● UN 2216, Fish meal, stabilized—Has been revised. Rather than being forbidden/forbidden, Fish meal, stabilized is now permitted on both passenger aircraft and Cargo Aircraft Only; ● the packing instruction number for UN 3291, Biomedical waste, n.o.s., Clinical waste, unspecified, n.o.s., Medical waste, n.o.s. and Regulated medical waste, n.o.s. has been changed from PI 622 to be PI 621; ● addition of “stabilized” to the proper shipping name for UN 2522, 2-Dimethylaminoethyl methacrylate. 62nd EDITION, 1 JANUARY 2021 xxiii |

Packing Instructions PI 965 to PI 970 ● specifically reference that lithium cells or batteries identified as damaged or defective in accordance with Special Provision A154 are forbidden for transport; and ● in Section II identify that where there are packages from multiple packing instructions on one air waybill that the compliance statement may be combined into a single statement. Examples of such statements have been included in 8.2.7. xxiv 62nd EDITION, 1 JANUARY 2021 Introduction PI 967 and PI 970 ● equipment must be secured against movement in the outer packaging; and ● multiple pieces of equipment in a package must be packed to prevent damage from contact with other equipment in the package. |

Marking & Labelling ● The height of the UN/ID number and the letters “UN” or “ID” on packages have been revised. ● The minimum dimensions of the lithium battery mark have been revised to 100mm x 100mm. |

Documentation ● Revision on how to describe multiple overpacks on the Shipper's Declaration. ● The statement required on the air waybill when dangerous goods are offered on a Shipper's Declaration has been revised to “Dangerous Goods as per associated Shipper's Declaration” |

IATA Dangerous Goods Awareness for Cat. 4 & 5 Personnel* - 0.5 day The Dangerous Goods Awareness course is an introductory course for personnel employed by or working on behalf of operators, freight forwarders, cargo agents and agencies acting on behalf of operators involved in the acceptance of general cargo (non DG). This course allows participants to gain a basic understanding of the classification, identification and handling of Dangerous Goods. *Category 4 personnel of freight forwarders are those involved in processing air cargo (other than DG), i.e. those involved in DIRECT CHECKING of packaging, marking, labelling and documentation of cargo consignments. *Category 5 personnel of freight forwarders are those involved in handling, storage or loading of any air cargo. |
